You can increase the character levels while playing.

To do so, all you need is to get the needed amount of cards for the exact character. 

After you get all the cards you need, go to Cards→ Characters → Touch the character → [Level-up] in the pop-up window.

You may need some gold or dias to increase the level.

When character's level is increased its stats go up as well.
